No the pic was taken on my phone and I loaded it on my computer through a memory card, how could I make it an attachment?

Upload to Photobucket, insert photo URL into HTML IMG tags.

If it's a comment, there should be an add photo link. You can just click that and then upload your pic ...or photobucket is another good option.
